FS#1516 - Quest Bug "A Royal Summons"

I cannot see the "Sky Admiral Rogers" NPC in Dalaran, so i cannot take the quest "A Royal Summons", which is the starting quest of the Stormheim questline, therefore I cannot continue the questline of Stormheim. Kinly fix this issue.

Surely it is because you are missing other previous quest for it. You need to have completed this quest https://www.wowhead.com/quest=39735/stormheim and if I dont remember wrong, you take that quest in your scouting map in your class hall.

Hi. I've already took this quest but after coming in Voilet Citadel in Dalaran the "Sky Admiral Rogers" NPC comes with a quest but she suddenly vanishes and never spawn again after relogin into account (but she never spawns after the first time), so i cannot take the quest further to continue Stormheim questline
